PROBLEM TO BE SOLVED: To suppress a cost increase caused by the dispersion of the intervals of pillars to a minimum and safely and easily attach a sound insulation device. SOLUTION: A rail 2 is laid on the top of a sound insulation wall P along this wall P, and a sound insulation device is attached to the rail 2 by using this attaching construction. Thus, screwing means such as a bolt or nut is inserted to a fixing member 30 at the sound insulation device side laid along a sound insulation wall P in such a manner that the rotation of screwing means such as bolt or nut in axial direction is restricted, a gutter-shaped groove 34 is provided to permit the movement in longitudinal direction, a hole 23A for screwing to screwing means such as bolt or nut is provided at the rail 2 side, screwing means such as nut or bolt is screwed to the screwing means such as bolt or nut, and each sound insulation device is fixed to the rail 2.
