PROBLEM TO BE SOLVED: To control the load of earth and sand on a slope so as to prevent the slope from being loosened by simple work. SOLUTION: Some tension members 2a among a plurality of tension members 2 consisting of PC steel strands, etc., are so fixed that one end of each of them is inserted into a hole 1a bored in a bedrock, and the remaining tension members 2b are so fixed that both ends of each of them are inserted into holes 1b bored in the bedrock. The tension members 2a are fixed into fixed holes 4 of clamping devices 3 with wedges 6, the tension members 2b hook their middle turning parts on the clamping devices 3, and the tension members 2a are restrained to control the bedrock and tension force. Accordingly, no looseness occurs between the bedrock and tension members 2 by tensile force, and the load of earth and sand can be surely controlled. Even when secular change occurs, it can be restrained.
