PROBLEM TO BE SOLVED: To provide an efficient cold heat storage device with a wide range of a utilization field. SOLUTION: A cold storage tank 2 filled with a cold storage material and a heat storage tank 3 filled with a heat storage material are provided to store heat in a condenser side and cool heat in an evaporator side by a heat pump system. The heat transfer of the cold storage material or the heat storage material is carried out through a heat transfer medium, so that heat can be efficiently transferred in the cold storage tank 2 and the heat storage tank 3. A cold water circuit 5 and a hot water circuit 6 of a secondary side provided in the cold storage tank 2 and the heat storage tank 3 are suitably selected, so that a heat storage device is utilized in a variety of fields such as cooling, dehumidification and heating as well as the supply of cold and hot water.
