PROBLEM TO BE SOLVED: To use a toilet as comfortably as possible on the assumption that a heating controller is used rather frequently before or after the time when a mode is changed to a power-saving mode or normal service mode. SOLUTION: This device is provided with a circuit for transmitting electricity to an electric heater before or after the time to start a certain preset power- saving time period so that temperature drops from service temperature to power- saving temperature in steps or continuously and a circuit for transmitting electricity to the electric heater before or after the time to finish the power-saving time period so that temperature rises from the power-saving temperature to the service temperature in steps or continuously. Thus, the switches from the service temperature to the power-saving temperature and from the power-saving temperature to the service temperature are achieved in steps or continuously and the user can use a toilet under a condition close to comfortable use during the switches.
