PROBLEM TO BE SOLVED: To surely fix a water tank floated from water surface of a first water tank so as not to include air therein. SOLUTION: A second water tank floated from water surface of a first water tank is constituted so that both inlet parts for charging water are made slightly narrow so to be insertable. Parts in which inserting parts are made narrow differ according to the depth of the first water tank. Water is put into the second water tank and lifted so that air is not contained in the tank and the inlet parts are inserted into the first water tank and, when such a second water tank as to be incapable of fixing is used, a rubber cap is used for both inlet parts, and then the rubber cap is removed under water surface of the first water tank and the inlet parts are inserted and fixed.
