PROBLEM TO BE SOLVED: To prevent fluid from entering between the outer periphery of a second lip ring and a case by contacting a first lip ring and the second lip ring under pressurization in an outer peripheral side annular area where both are positioned by going over a posture holding ring in a case. SOLUTION: A first lip ring 35 and a second lip ring 37 are contacted under pressurization in an outer peripheral side annular area where both are positioned by going over a posture holding ring 36 in a case 41. With this constitution, a leakage passage of fluid reaching a contact place of the outer periphery of the second lip ring 37 and the case 41 can be cut off through a contact place of the second lip ring 37 and a posture holding ring 36 in a space surrounded by the first lip ring 35 and the second lip ring 37. Thus, the fluid leaking from the first lip ring 35 does not enter the contact place of the outer periphery of the second lip ring 37 and the case 41 at rotating time of a rotary shaft 16.
