PROBLEM TO BE SOLVED: To improve energy efficiency while a high temperature part of a gas turbine blade is effectively cooled by steam. SOLUTION: A combined cycle electric power plant 11 having a gas turbine 12, waste heat recovery boiler, and a stream turbine 13, with the steam turbine 13 comprising first/second high pressure steam turbines 19, 20, intermediate pressure steam turbine 21, and a low pressure steam turbine 22, is provided with a cooling steam supply pipe 25 supplying exhaust steam of the first high pressure steam turbine 19 as cooling steam for cooling a gas turbine blade high temperature part 24 of the gas turbine 12, cooling steam return pipe 25a supplying steam heated by cooling the gas turbine blade high temperature part to the intermediate pressure steam turbine 21, and a pressure governing valve 27 provided between the first/second high pressure steam turbines 19, 20 to govern a pressure of cooling steam.
