PROBLEM TO BE SOLVED: To regulate capacity control automatically to match actual situation by regulating the maximum r.p.m. of an engine based on the difference between the inlet/outlet temperature of cold and hot water of a refrigerant/water heat exchanger during actual operation and the inlet/outlet temperature during rated operation. SOLUTION: A controller 11 performs capacity control by regulating the maximum r.p.m. Nb of an engine 7 according to a following formula. Nb= K|Cs-T1|×|Ts2-Ts1|/|T2-T1|+|Cs-T2|}+Ns where, K is a rotational coefficient, Cs is a set temperature, Ts1, Ts2 are inlet/outlet temperature of cold and hot water at the time of rated operation, T1, T2 are inlet/outlet temperature of cold and hot water during actual operation, and Ns is lowest r.p.m. When the flow rate of brine flowing into a refrigerant/water heat exchanger unit 2 exceeds a rated flow rate, the controller 11 increases the r.p.m. of the engine 7 based on the outlet temperature difference|Cs-T2|and, at the same time, increases Ns to correct the maximum r.p.m. When the flow is lower than the rated flow rate, Ns decreases to correct the maximum r.p.m.
