PROBLEM TO BE SOLVED: To effectively inhibit phytoplanktons from proliferating in lakes or marshes. SOLUTION: A prescribed water area is surrounded with a surrounding material. This surrounding material is a kind of net where zooplankton can pass through the meshes of the net but the predatory fishes of zooplankton cannot. In the water area surrounded with the surrounding material, a habitat 2 of zooplankton is formed, while a water-flow generator 4 is set to the bottom of a lake on the side of the surrounding material 1. A spraying boat 5 is floated on the lake surface of the contrary side to the water flow generator. A water- spraying boat 5 takes out the water of the surface layer part in the water area between the surrounding material 1 and a fence 9, compresses and spouts out the water as a fountain in the area surrounded with the surrounding material.
