PROBLEM TO BE SOLVED: To prevent a retard roller from rotating in the overlapping conveyance preventing direction in starting a feed roler even if a frictional coefficient between both rollers is lowered so as to prevent a jam by applying overlappping conveyance preventing torque to the retard roller after a delay of a predetermined time from rotation starting timing of the feed roller. SOLUTION: When a motor is started for conveying a sheet S, a pickup roller 14 and a feed roller 15 are immediately started, while a projection 30b of a torque lilmiter 30 is not immediately brought into contact with a projection 16a of a retard roller 16 and no overlapping conveyance preventing torque is transmitted. Therefore, the retard roller 16 is always driven by the feed roller 15 so as to rotate in the conveying direction even if a surface frictional coefficient between the feed roller 15 and the retard roller 16 is low. Because the sheet S has been put between the feed rolelr 15 and the retard roller 16 already when overlapping conveyance preventing torque is transmitted to the retard roller 16, the sheet S can be surely fed in split of lowering of a frictional coefficient of the retard roller 16.
