PROBLEM TO BE SOLVED: To enable a loading and an unloading of cargo to be carried out safely and rapidly. SOLUTION: A container inlet port 4 is provided with a plate-like swing plate 5 in which its base end is hinge connected and the plate is rotatable, and the swing plate 5 is provided with a plurality of roller mechanisms 503 for use in loading or unloading the cargo. Winding-up belts 8 are applied over between the belt fixing fitting 6 and winding-up drums 7 arranged at the right and left inner walls of the container inlet port, the right and left winding-up drums 7 are selectively rotationally driven by the driving means 9 in both normal and reverse directions so as to turn the swing plate 5. In addition, a cargo stopper 504 expanded and opened toward the inside of the container is installed at a position near the extremity end of the surface of the swing plate 5, a storing type horizontal supporting bar 507 for supporting the swing plate in a horizontal state is provided at the rear surface of the swing plate 5. Further, the belt fixing fittings 6 having the winding-up belts 8 applied over themselves can be removed from the swing plate 5.
