PROBLEM TO BE SOLVED: To operate speed change without using a wire or the like to improve the degree of freedom in design of a bicycle by providing a transmitting part giving speed change information to a receiving part, and providing press switches designating shift-up and shift-down of a speed change gear on the transmitting part. SOLUTION: A receiving unit 4a with a built-in receiving part 4 is fitted to the seat stay 1c of a bicycle 1, meanwhile, a transmitting unit 5a with a built-in transmitting part 5 is fitted to the handle la of the bicycle 1. The bicycle 1 is provided with an outer mounting type or an inner mounting type speed change gear 2, and this speed change gear 2 is driven (shift-up/shift-down) by an actuator 3. The transmitting part 5 is provided with an antenna 5b, press switches 6, 7, and a display device 8. The press switches 6, 7 are provided with function designating shift-up and shift-down of the speed change gear 2, and these press switches 6, 7 are individually pressed by a seesaw 9 supported with a shaft 10 capably of rocking.
