PROBLEM TO BE SOLVED: To reduce power costs by connecting a group of high pressure pumps and a group of reverse osmosis membrane apparatuses to raw water supply piping and connecting the group of reverse osmosis membrane apparatuses with a group of recovery turbines by concentrated water discharge piping. SOLUTION: One end of raw water supply piping RL1-RL4 is connected with the outlet of each high pressure pump P1-P4 respectively, the piping RL1-RL4 is connected to the inlet of each reverse osmosis membrane apparatus R01-R04 respectively through a raw water supply header RH to be made to function as a group of high pressure pumps P1-P4 and a group of the apparatus R01-R04. The inlet of each recovery turbine T1-T4 is connected with the outlet of each apparatus R01-R04 by concentrated water discharge piping BL1-BL4 through a concentrated water header BH. In this way, power costs can be reduced, and operation is facilitated.
