PROBLEM TO BE SOLVED: To obtain a swelling starch based foam excellent in strength, absorbing properties and biodegradability, useful for a lure or the like by melting and foaming in the presence of water a starch based composition including the starch and a polyvinyl alcohol having each a specific saponification value and degree of polymerization in a specific ratio. SOLUTION: This foam is obtained by melting and foaming, a starch based composition which includes the starch and 12 to 20 wt.% of a polyvinyl alcohol having saponification value of >=90%, degree of polymerization of >=1000, in the presence of water. The water resistance of the foam is preferably obtained by compounding 20 pts. or less of an ethylene vinyl alcohol copolymer and/or an aliphatic polyester with 100 pts.wt. of the prescribed starch based composition.
