PROBLEM TO BE SOLVED: To mass-produce a decorative material having beautiful patterns efficiently at a low cost. SOLUTION: In the manufacturing device for decorative material, a cutting and bonding machine 3 is moved by an XY-drive mechanism 4 over the surface of a base material 2 attached to a mount base 1 to blank a surface sheet 6 by means of the machine 3, thereby forming a dotlike sheet 6A, which sheet is then bonded onto the base material 2. The machine 3 puts the tape-shaped surface sheet 6 on a cutter base 10 to blank it by means of a cutter rod 12 to form a dotlike sheet 6A, which is pressed against the surface of the material 2 by means of the cutter rod 12 or a sucking pipe 15 protruding from the rod 12 so as to be bonded thereto.
