PROBLEM TO BE SOLVED: To permit accurate winding of reinforcing wires without requiring a wide working area around a columnar structure to be reinforced by drawing out reinforcing wires from a rotation drum turning and rising around the columnar structure and reinforcing the columnar structure by winding the reinforcing wires around the surface of the columnar structure. SOLUTION: Two legs of guide posts 10 are erected on a foundation 102 by providing a predetermined interval from a bridge pier 100 as a columnar structure, the upper end 11 of the guide posts 10 is contacted to the bottom surface of the bridge pier sleeper beam 101, butted up and down by providing a jack 13 at the bottom end 12 and is fixed. A rotation drive equipment 21 is attached to a lifting device 20 installed to the guide post 10, and a ring-shaped fixing frame 30 is fixed provided by winding around the bridge pier 100. A rotation drum 40 attached to a fixed frame 30 is rotated by the rotation drive equipment 21, the rotation drum 40 provided by surrounding the bridge pier 100 takes up the reinforcing wires 41, and the reinforcing wires 41 are wound around the periphery of the surface of the bridge pier 100.
