PROBLEM TO BE SOLVED: To miniaturize a device and to efficiently move a stopper piston by providing a protruding member on either one of a housing member and a vane in such a manner as to be slidable, and providing a recessed part engageable with the protruding member on the other. SOLUTION: A leaf spring type back spring 13 is set between a chip seal 17 and a case 12 to press the chip seal 17 to a rotor 20. The chip seal 17 prevents the movement of oil between the rotor 20 and a hydraulic chamber partitioned by the case 12. The rotor 20 is fixed to a camshaft 2 and set so as to be rotatable relatively to the case 12. A cylindrical holder 21 is provided on the rotor 20, and it has a recessed part to be engaged with a plunger 23. The plunger 23 as a protruding member is slid within a housing 11 by the elastic force of a spring 24 and the oil pressure introduced into a holder 21. According to this, the movement of center of gravity of the rotor can be prevented to prevent the contact of the rotor with the housing.
