PROBLEM TO BE SOLVED: To provide connectability of parts having different internal pressures in a simple structure and permit cost reduction. SOLUTION: Valves 3 and 4 at two stages up and down are installed on a delivery pipe 7 of high pressure water, and a powder tank 6 is connected with the over-part thereof. When the upper valve 3 is open, the valve hole 26 of the lower valve 4 is directed vertically. Accordingly the powder from the tank 6 drops into the valve hole 26 to be left there without going forward. Then the valve hole 26 is directed sideways while the upper valve 3 is closed, which allows the powder in the valve hole 26 to be included in the water flowing in the delivery pipe 7, and this procedure is repeated.
