PROBLEM TO BE SOLVED: To provide a system which can solve an inconvenience such as choking with soil and also which is compact in the constitution and excellent in the maintenance since a large space can be secured in a casing. SOLUTION: Two upper rotor shafts 41, 42 and a lower rotor shaft 43 are arranged in a surplus soil improvement machine 1. The tip 45a and the side face 45b of hammers 45 are coated with padding metal 45c. Shield plates 23, 23 made of an elastic body are provided at both sides of the feed opening 30 at the upper part of the surplus soil improvement machine 1 and guide plates 24, 24 made of an elastic body are provided at both right and left inside walls of a casing 2 and further, inspection apertures 25, 25 are provided at the wall face of the casing 2.
