PROBLEM TO BE SOLVED: To obtain a composition excellent in adhesive strength, water resistance, and initial tack by mixing a base obtained by adding an aqueous vinyl alcohol polymer solution having a specified concentration to an aqueous emulsion with a polyisocyanate compound. SOLUTION: This composition is prepared by adding a 17-30 wt.% (A) aqueous solution of a vinyl alcohol polymer having a degree of polymerization of 1,000 or below to (B) an aqueous emulsion to prepare a base, and adding (C) a polyisocyanate compound to the base. The mixing ratio is preferably such that 1-200 pts.wt., particularly, 5-100 pts.wt. component C is present per 100 pts.wt. (in terms of the solid matter) mixture of components A and B. The aqueous emulsion which can be used is one obtained by the emulsion polymerization of a radically polymerizable ethylenically unsaturated monomer with a diene monomer or one obtained by the post emulsification of a polymer (e.g. polyurethane emulsion).
