PROBLEM TO BE SOLVED: To obtain a seed holding sheet enabling easy culture of plant without necessitating the customary operation to take out the seed from a bag one by one with fingers and effective for promoting the growth of the plant by the compost produced by the degradation of the substrate material by including plant seeds in a specific substrate material. SOLUTION: The objective seed holding sheet 3 is produced by including the seeds 1 of plants such as flowers, grasses, green vegetables, fruits, trees and various other plants, fragments of the seeds, mycelia and lichens (hereinafter abbreviated as plant seeds) in a substrate material 2 easily decomposable in soil such as paper, cloth, wood board and rush mat. In the case of using paper as the substrate material 2, plant seeds 1 can be included simultaneously with the paper-making procedure. As an alternative, plant seeds 1 are attached to the upper surface of a substrate material 2 such as paper, cloth and wood board by using a coating layer or a cover film.
