PROBLEM TO BE SOLVED: To provide a polymer flocculant which displays an excellent dewatering rate in dewatering of an organic sludge to be generated in microorganism treatment of sewage, human waste, or the like. SOLUTION: The polymer flocculant comprises a vinyl monomer polymerization product containing at least 50 mol% of a monomer as given in CH2=CR1- CO-X-Q-N(CH3)2.HZ [in the formula, R1 is H or CH3;X is O or NH; Q is CH2CH2, CH2CH2CH2 OR CH2CH(OH)CH2; Z is Cl or 1/2SO4.], an intrinsic viscosity (dl/g) measured at 30 deg.C 1N-NaNO3 is at least 5, and pH of 0.2% aqueous solution is within a range of 2 to 4.
