PROBLEM TO BE SOLVED: To provide a water-proof floor heating panel with high quality in which electric heater wires can be precisely buried in prescribed positions, a heat generation can be expected as correctly as designed and a fine surface pattern is formed without disappearance. SOLUTION: A back layer is integrally laminated on the back surface of a patterning sheet 1 and an FRP main body layer is integrally laminated on the back layer. The back layer is formed by impregnating a plurality of back sheet materials 3 with gas permeability with a synthetic resin composed of FRP forming material 4 forming the FRP main body layer and curing a product. Electric heater wires 50 are provided and integrally buried between the back sheet materials 3 forming the back layer.
