PURPOSE: A producing method and a device are provided to increase the amount of a wall base cloth per unit time, to improve its quality by forming the same printing pattern as the surface on the upper end of the wall base cloth and to decrease the rate of a defect. CONSTITUTION: A sheet cloth of a wide width formed in a regular thickness by passing through several rollers installed by connecting a synthetic resin material to possibly regulate an interval is produced, and a print pattern is continuously printed on the whole surface of the produced sheet cloth. Then, plural wall base cloth is produced by minutely cutting the sheet cloth based on a standard, and an upper and a lower bending groove are cut on the upper and lower end part of the back face of the minutely cut wall base cloth. Herein, an adhering agent is injected in the upper bending groove, and the synthetic resin wall base is produced by solidifying after cooling the liquid phase adhering agent while at the same time the bending groove is adhered by bending the upper end of the wall base cloth toward the back face side.
