PURPOSE: A method of processing an abnormal response during a call setup for packet exchanging in a full electronic exchange is provided to quickly cancel a call according to a kind of an abnormal response, when the abnormal response is received from a packet call processing block during the call setup for the packet exchanging. CONSTITUTION: If an originating packet call processing(BPCC) block analyzes a received packet and transmits a CR(Clear Request) packet abnormal response(CrPktValNokRP) signal to an originating PLP(Packet Level Procedure), the PLP starts a timer 'T430' and transmits a clear indication(CLI) packet to an originating terminal(DTE(Data Terminal Equipment)), then transits to a DCE clear indication state(DCE Clear IndState). If a clear confirm(CLC) packet is received from the originating terminal, the PLP transmits to a PLP ready state(PLPReadyState). If a CC(Clear Confirm) packet abnormal response(CcPktValNokRP) signal is received from the originating BPCC block, the PLP transmits a clear request packet to a receiving PLP, and transmits a clear request(CLR) packet to the originating terminal(DTE), then starts a timer 'T430' to transit to a DCE clear indication state(DCE Clear IndState). If the clear confirm(CLC) packet is received from the originating terminal(DTE) and if the clear confirm packet is received from the receiving PLP, the originating PLP transits to a PLP ready state(PLPReadyState).
