PURPOSE: A testing device and a method are provided to test functions of an interworking function system(IWF), without using a plurality of terminal ends, a cellular phone, a mobile switching center, and a base station controller. CONSTITUTION: An interworking function(IWF) system connects a packet call generator with a packet data service device, and with a terminal end(TE). The IWF system allocates an internet protocol(IP) address to the connected packet call generator, the packet data service device, and the TE. When the packet call generator sets a call to test the packet data service, a protocol client of the packet call generator connects with a protocol server of the IWF. When the packet call generator transmits an internet protocol packet for testing to the IWF, the IWF transmits the received internet protocol packet to the TE. When the TE receives the internet protocol packet and receives the answering packet to the IWF, the IWF transmits the received answering packet to the packet call generator. The packet call generator receives the answering packet, calculates the loss rate and the delay value of the answering packet, and outputs it.
