PURPOSE: An inorganic coating material composition is provided, which is effective for preventing dusts that are generated from an open-air yard and harmful to human body, from scattering. CONSTITUTION: The composition comprises 70-90wt.% of portland cement and 10-30wt.% of high alkali wastes of cementing process, which is composed of 30-50wt.% of CaO, 5-25wt.% of SiO2, 1-10wt.% of Al2O3, 0.1-5wt.% of Fe2O3, 0.5-5wt.% of Na2O, 3-15wt.% of K2O and further contains MgO or SO2, and further contains 0.1-2wt.% of metallic salt of lignin sulfonic acid or naphthalene sulfonic acid formalin condensate or a mixture thereof.
