PURPOSE: A chip enable buffer is provided to invert output phase by cutting a fuse in the case that the output phase is not proper phase required for a user. CONSTITUTION: A chip enable buffer comprises a PMOS transistor(MP1) receiving source voltage by a source, an NMOS transistor(MN1), an inverter(I1) inverting and outputting an output of a common connecting point of the PMOS and NMOS transistors(MP1,MN1) and an output phase selecting part. The NMOS transistor(MN1) has a gate connected commonly to a gate of the PMOS transistor(MP1) and receives a chip enable signal(CEIN), and has a drain connected commonly to a drain of the PMOS transistor(MP1) and a grounded source. The output phase selecting part inverts the output phase in the case that a fuse of a stage prior the inverter(I1) is cut.
