PURPOSE: A tension generating device is provided to generate tension required for rope wound around a drum in a no-load state, to mark rope tension with a gauge and to make easy rope winding work by indicating on the gauge with accumulating total length of wound up rope. CONSTITUTION: A cylindrical body is combined so a rope is wound around the cylindrical body plural times and a rotatable shaft(20) is installed to revolve. An actuator is supported by an elastic member, arranged to be movable in a radial direction in a groove on a side of the rotatable shaft. A support body has an actuating groove containing an entrance and an exit for fluid inlet, offers a contact face of the operator and including a connecting tube(60) with a safety valve. With rotation of the rotatable shaft, an actuator(24) rotates closely adjacent to an inner periphery of the actuating groove(52). Fluid inside the actuating groove moves toward an exit(54), resisting against the actuator for drainage toward outside via the connecting tube. Therefore the actuator arrives around the exit then is pushed to inside for protruding outward again. Meanwhile, a pressure gauge(61) in the connecting tube measures pressure for measurement of tension in a rope.
