PURPOSE: A damping device is provided to reduce engine load and save fuel by reducing hydraulic pressure volume when not steering. CONSTITUTION: A reducing device comprises: a rotary valve(1) composed of an input shaft(11) which is connected to the end of a steering wheel, a torsion bar(12) which is embedded in the input shaft, and a valve body(13) covering the outside of the input shaft; a hydraulic pressure pump(P) connected to an inlet pipe(14) for supplying hydraulic pressure into the rotary valve; and a return tank(4) for returning through an outlet pipe(15) circulating in the rotary valve. When not steering, hydraulic pressure is not supplied to the right or the left side of a power cylinder so that hydraulic pressure returning to the return tank is lowered. Then a spool(30) moves upward by a force of a spring(35) when the upper hydraulic pressure of the spool is lowered. Also, the hydraulic pressure supplied from the hydraulic pump is bypassed to the outlet pipe a through hole(32) since a lower bar(31) blocking an orifice(36) ascends.
