PURPOSE: Provided is an intermediate, which can be used in the preparation of a herbicidal sulfonylurea having a high purity at a greater yield. A process for the preparation of the intermediate is also provided. CONSTITUTION: The intermediate is substituted 2-amino-4-fluoroalkoxy-1,3,5-triazine represented by the formula 3a and is prepared by the process comprising reacting a 2-amino-4-fluoroalkoxy-6-halo-l,3,5-triazine of the formula 3b with a nucleophile of the formula 14: H-X-R2, or with its salt. In the formula 3a, 3b and 14, m is 1, n is 0 or 1, R1 is hydrogen atom, C1-C4-alkyl, C3-C6-alkenyl or C3-C6-alkynyl, R2 is C1-C4-alkyl, C3-C6-alkenyl or C3-C6-alkynyl, X is O, S or N-R4 (in which, R4 is hydrogen atom or C1-C4-alkyl), and Hal is fluorine, chlorine and bromine with proviso that R2 is not methyl, if n is 1.
