PURPOSE: A fomentation apparatus and a fomentation method are provided to maximize the fomentation effect and to remove the pain of the skin due to hot temperature. CONSTITUTION: The fomentation apparatus comprises a body receiving part (5) which is constructed such that a netting network (52) is connected from the rim (51) in the concave form and a handle (54) is connected to the one side; a mugwort receiving part (4) which is positioned in the upper part of the warm salt (53) within the netting network (52) and where a mugwort (46) is received; a body (1) which has an air hole (11) in the side, is constructed such that the diameter decreases gradually from lower to upper part and both the top and the bottom are open, and is positioned in the upper part of the work salt (53) within the body receiving part (5) to receive the mugwort receiving part (4); a cover with a handle (22); and a wrapping cloth (6). The fomentation method is such that the warm salt (53) heated to 30-50 deg.C is attached to the diseased region and the mugwort (46) is ignited to foment the region. If it is too hot, a salt bag with a cold salt of 20-25 deg.C is attached between the diseased region and the warm salt (53).
