PURPOSE: An address buffer controlling circuit for preventing standby current and a semiconductor device having the same is provided to prevent a standby current by using a controlling for controlling ling an active state and a standby state of a semiconductor memory device, respectively. CONSTITUTION: An address buffer controlling circuit for preventing standby current comprises an address buffer controlling(103) for outputting an address signal as an inner address signal during an active state of a semiconductor memory device and making the inner address signal as a predetermined constant state independently of the address signal during a standby state of the semiconductor. The controlling comprises a first address buffer controlling signal generator for generating a first address buffer controlling signal and a second address buffer controlling signal generator for generating a second address buffer controlling signal.
