PURPOSE: A method for changing configuration data for an operation of a CT-2 BS(Base Station) is provided to make an efficient database on data to be changed, and to easily manage the database of the BS registered in a BSMS(Base Station Manager System). CONSTITUTION: A subscriber of a terminal requires a call try to a BS(Base Station)(210). If the identical data with a link identification signal for communication with a terminal exists in the BS data, the BS sets up a link (220). The BS confirms an OSF(Operator Specific Function) to perform an approving procedure with the terminal(230). The BS searches for a BSI(Blacklist Sharing Index) from a system operator configuration database, to perform the approving procedure(240). The BS compares a TCOS(Terminal Class Of Service) level searched from the system operator configuration database with a call service type searched from a dial number analysis database through a terminal digit, to perform the approving procedure(250,260). If the BS is successfully connected to a BSMS(Base Station Manager System), a call status starts(280). If the subscriber's call is over, the BS records a call information, according to the searched call service type.
