PURPOSE: A method for transmitting blacklist data is provided to change data for an efficient operation of a CT-2 BS(Base Station), in transmitting the blacklist data using a modem between the CT-2 BS and a BSMS(Base Station Management System). CONSTITUTION: If an operator intends to update blacklist data as a whole(100), a BSMS sets a communicating modem for communication with a BS(101). If the BSMS succeeds in the communication through the modem, the BSMS transmits "BL_ALL_UPDATE_REQ" to the BS(103). The BS initializes a stored blacklist(105), and transmits "BL_ALL_UPDATE_RES" to the BSMS(106). The BSMS transmits the blacklist data to the BS(117). If a predetermined time for downloading the blacklist data comes(107), the BSMS calls a telephone to registered base stations(109), and sets the modem(110). If the BSMS succeeds in connection through the modem, the BSMS transmits "BL_TIME_REQ" to the BS(112). The BS transmits "BL_TIME_RES" to the BSMS(114). The BSMS compares a time of updating the blacklist information stored in the BS to a time stored in the BSMS(115). If the times are different, the BSMS transmits the updated blacklist thereafter to the BS, on the basis of the transmission time in the step 114(117).
