PURPOSE: A cell delay minimizing method of partial filled non synchronous transmitting mode adaptation layer1 cell is provided to diminish a payload assembly time by diminishing a CDVT(Cell Delay Variation Tolerance) value on a receiving side and a recovering time by diminishing the largeness of a receiving buffer according to the CDVT value when an underflow or an overflow is occurred. CONSTITUTION: A cell delay minimizing method of partial filled non-synchronous transmitting mode adaptation layer1 cell calculates the CDVT value of a partial filled cell by multiplying a recharge cell length to average cell length ratio to an average cell CDVT value. In another embodiment, a buffer largeness of the partial filled cell is calculated by multiplying the recharge cell length to average cell length ratio to a buffer largeness of the average cell.
