PURPOSE: A device and a method for informing a region movement to a fixed destination are provided to increase a convenience by transmitting region information to a destination automatically. CONSTITUTION: An auto transmission mode means that own location information is informed to a fixed destination automatically in the time of a region movement. If the auto transmission mode is set, the control part performs a region movement message transmission routine(450). If the auto transmission mode is not set, a T1 counter is started(460). If a signal of a user's transmission key is not sensed, it is checked whether a T1 count finish is sensed or not(480). If the T1 count finish is not sensed, it is checked again whether the signal of the user's transmission key is sensed or not(470). At this time, the T1 count is a time for waiting an input of the user's transmission key.
