PURPOSE: A multiple W1/O/W2 emulsion containing volatile silicon oil is provided to improve both aging-stability and thermal-stability required for the pharmaceutical/cosmetic applications in which active ingredients are released into inner skin under being delayed. CONSTITUTION: The W1/O/W2 emulsion comprises 10-30wt.% of W1/O1 emulsion containing volatile silicon oil of 9-40wt.%; 70-90wt.% of a mixture containing W2 phase and O2 phase wherein above O2 phase contains at least 0.3-18.0wt.% of volatile silicon oil based on the weight of W1/O/W2 emulsion. Above W1/O1 emulsion comprises 60-90wt.% of W1 phase comprising 1-15wt.% of moisturizer, 0-10wt.% of active ingredients and water; 10-40wt.% of O1 phase comprising 0.5-10wt.% of surfactant and volatile silicon oil, wherein above moisturizer is at least one selected from the group consisting of fructose, glucose, glycerin, propylene glycol, glycereth-26, mannitol, above active ingredient is at least one selected from the group consisting of flavor, oxidizer, preservative, urea, water soluble derivatives of vitamin A, E, D, alphahydroxy acid and their salts, and above surfactant is at least one selected from alkyl dimethicone copolyol (chemical formula 1) and dimethylsiloxane methyl(polyoxyethylene)siloxane copolymer (chemical formula 2). Preferably, above volatile silicon oil is cyclomethicone. Further, above mixture of W2 phase and O2 phase comprises 30-80wt.% of W2 phase containing 0.5-10wt.% of nonionic surfactant, 0.1-0.3wt.% of water soluble polymer, 0-10wt.% of active ingredients and water; 10-40wt.% of O2 phase containing 5-30wt.% of oil and 0.5-10wt.% of multiple emulsion stabilizer, wherein above nonionic surfactant having a polymerization degree of 20-40 and over HLB 14 comprises hydrophobic portion having carbon number of 12 to 20 and hydrophilic portion of polyoxyethylene or polyoxypropylene, above water soluble polymer is polyacrylic acid or saccharide-derived polymers, above oil is volatile silicon oil or hydrocarbon oil having carbon number of 10 to 30, and above multiple emulsion stabilizer is at least one selected from glyceryl stearate, higher alcohol having carbon number of 14 to 30, and aliphatic acid. In the formula 1, p=7¯17, q=1¯100, m=1¯40, n=0¯200, PE is (C2H4O)a(C3H6O)b-H, molecular weight ranges from 250 to 2000, the weight ratio of a and b (C2H4O/C3H6O) ranges from 100/0 to 20/80. Further, in the formula 2, m=50-70, n=2-5 and a=8-12.
