PURPOSE: A method for controlling a transmitting speed according to a load generating of a line switching system is provided to change the transmitting speed into proper speed, to prevent a system down, caused when messages gather in a specific node in a line network operation process, and to control transceiving data amount, so as to maintain appropriate load. CONSTITUTION: A controller(30) analyzes load of a line switching system. If the load is over predetermined load, the controller(30) controls a transmitting speed controller(20) to properly control a transmitting speed. The controller(30) performs a synchronous protocol, for synchronizing the controlled transmitting speed with a transmitting speed of other party line switching system. If the controller(30) decides that the transmitting speeds are synchronized, the controller(30) transmits substantial remote controlling data. The controller(30) analyzes transmitting speeds of result data received from the other party line switching system responding to the transmitted remote controlling data. The controller(30) identifies whether the transmitting speed of the other party line switching system is completely changed. If not, the controller(30) reperforms the synchronous protocol.
