The cutter has a fender (2) on which a blade (7) and a rod (3) are fixed. The rod has a degree of freedom. The cutter is fixed to two hooks (6) on the frame (1) by two springs (5). These springs enable the cutter to be pressed against the reel. During cutting, the rod is lifted by the paper or film so that the user can pull the paper upwards. Once the cut has been made the rod returns to the bottom position.
