In order to test the safety of many electrical devices, a high electrical voltage is applied across the insulation of the device. Such tests are typically conducted at 1,000 to 5,000 volts of either direct or alternating voltage. These voltages present a danger to operators making the tests. The purpose of the present invention is to distinguish the current flowing through the device under test from the stray current flowing otherwise, and to remove the high voltage when the undesirable stray current approaches the level where the operator may be endangered. The current may be an alternating current, a direct current or a pulse current.
