A sleeve for securing a cutting bit (10) within a block (300) used for mining and construction application whereby a flange (140) on the sleeve (100) has an undercut portion (160) to promote removal of the sleeve (100). Additionally, a block (600) used to secure a cutting bit (510) within a holder (800) used for mining and construction applications has a flange (640) which also has an undercut (660) which may be utilized with an extraction tool to promote removal of the block (600) from the holder (800).
