PROBLEM TO BE SOLVED: To reduce the number of parts by locking a cap in the head part of a holder, covering a frame with a pad by means of the cap, pressurizing the circumference of the head part of a holder in a jacket to a frame side and putting through the stay of a head rest. SOLUTION: In the holder 2, a main body 20 is cylindrically molded by a molding simultaneously at the time of molding the frame 1 of a seat back, the main body 20 is extended upward and the head part 21 is projected upward from the top part of the frame 1. Then, the lower end of a bending part 32 in the cap 3 is butted on the mouth edge 21B of the head part 21, the lock projection 21A of the head part 21 is fitted inside the recessed groove of a lock part 31 in the cap 3 and the cap 3 is fitted to the head part 21 of the holder 2. The frame 1 is covered by the cap 3 with the pad 5 and the jacket 6, the pad 5 and the jacket 6 are pressurized against the side of the frame 1 and the head rest 4 is put through in configuration.
