PROBLEM TO BE SOLVED: To perform manual operation of a control rack when an actuator to operate the control rack of a fuel injection pump is rendered non-operable. SOLUTION: A moving element 206 driven by an electromagnet 205 for rotation and an output lever 215 are provided. An output lever 212 and the moving element 206 are intercoupled and the output lever 215 is coupled to the control rack 101 of a fuel injection pump 1 through a link 218. A rotary plate 225 is provided to be operated by a manual operation lever 224 and deviation to the output lever 215 and the control rack 101 side. By transmitting the deviation of the deviation of the rotary plate 225 to the output lever 215 or the control rack 101, the control rack 101 is movable to the fuel feed amount decrease side or the fuel feed amount increase side through manual operation.
