PROBLEM TO BE SOLVED: To enable doing washing and drying work of materials to be washed of various kinds of shapes and further to enable doing it by the same device even when the outer shape of its cylindrical body is largely changed. SOLUTION: This device is provided with a washing body 2 equipped with a water injection nozzle 23 for washing out dust or the like on the outer surface of a material to be washed 5 while rotated and having expansiveness, a rinsing ring body 3 from which pressurized washing water is jetted, and a drying ring body 4 from which pressurized warm air is jetted inside a frame 1 having the almost hollow cylindrical shape and being rotatable in the order of the washing body 2, the rinsing ring body 3, and the drying ring body 4 from near the material to be washed 5. Furthermore, a moving means for moving the frame 1 is provided, and while the frame passes the outer peripheral side of the material to be washed 5, it performs washing and drying at the same time.
