PROBLEM TO BE SOLVED: To increase the number of communication channels between a portable satellite terminal and a satellite base station installed on emergency by utilizing the band compression technology. SOLUTION: The communication channels are multiplexed by dividing digital channels between a portable satellite terminal station 2 and a satellite base station 3 to configure a plurality of sub channels, and superimposing voice data subject to band compression on the sub channels by a band compander according to a time slot number of the sub channels stored in a time slot memory.
