PROBLEM TO BE SOLVED: To provide a handwritten character recognizing device capable of quickly and highly precisely recognizing handwritten characters by utilizing the recognizing characteristics of both of on-line recognition and off-line recognition. SOLUTION: This device is provided with a recognition score normalizing means 61 for normalizing the recognition score of a recognition candidate obtained by an off-line recognizing means 3 for obtaining a recognition candidate based on two-dimensional image information generated by an image information generating means 2 from time-sequential vector information inputted from a pen inputting means 1 and a recognition score obtained by an on-line recognizing means 5 for obtaining a recognition candidate by calculating a recognition score corresponding to the recognition candidate in a high rank whose recognition score is high among the recognition candidates obtained by the off-line recognizing means 3 based on the time-sequential vector information of handwritten characters, and a candidate integrating means 62 for integrating the recognition candidates obtained by the off-line recognizing means 3 and the on-line recognizing means 5 based on the normalized recognition scores, and for outputting the plural recognition candidates in a high rank whose recognition scores are high as a recognized result.
