PROBLEM TO BE SOLVED: To maintain safety of a sheet heating unit by covering the sheet heating unit, having PTC characteristic with a woven fabric made of the whole aromatic polyester fiber and the whole aromatic polyamide fiber. SOLUTION: A surface B1 of a PTC sheet heating unit A used as a heater is covered with a safety cover C. The advantage of using the safety cover C in the PTC sheet heating unit is that the material of the safety cover C is very stiff, and by covering the PTC sheet heating unit A with this woven fabric, the PTC sheet heating unit A is fully protected from the outer pressure. The PTC sheet heating unit A, formed by laminating the surface with a synthetic resin material, is sometimes damaged through shock of the outside force, such as falling of a knife, scissors, or a gimlet, or moving of a chair or furniture set on the heating unit. In this case, cover C fully exhibiting its stiffness protects the PTC sheet heating unit A.
