PROBLEM TO BE SOLVED: To reduce the number of part items and cost, precisely center an eccentric weight, a driven gear and a balance shaft and improve assembly workability on a balancer mechanism of an internal combustion engine. SOLUTION: A housing 2 is integrally formed so that a front shaft hole 6 and a rear shaft hole 7 are not divided. A first rotor 10 and a second rotor are axially supported in the shaft holes 6, 7. A tapered part 11b is provided on a first balance shaft 11 of the first rotor 10, and a tapered hole 16 is drilled through on a first eccentric weight 12 and a first driven gear 13. The first eccentric weight 12, the first driven gear 13 and the first balance shaft 11 are taper joined with each other as the tapered part 11b is pressure inserted into the tapered hole 16, and they rotate together.
