PROBLEM TO BE SOLVED: To excellently form flocs by automatically measuring the settling state of flocs and the transperency of treated water in a water treating stage of and separately controlling a flocculant and a flocculation assistant. SOLUTION: Flocs are crushed and test water is introduced into a settling cell 1 by a test water switching means 4, the flocs settled in the cell 1 and the picture on a background plate are photographed at regular intervals by an image photographic means 7, and the floc settling time and treated water transparency are obtained by a picture processor 9. The injection of a flocculant and that of a flocculation assistant are separately controlled by a flocculant injection control means 10 from the flow rate of raw water flowing into mixing tank detected by a flow detector 11 and the settling time and transparency obtained by the picture processor 9 so that the desired settling time and transparency are attained. Further, a cleaning means 5 for cleaning the cell 1 by a wiper 6 is provided to realize stabilized measurement and control.
